The Hope Named Despair; AMBIVALENCE

The terrorists have resorted to using suicide bombers. With only a vague warning before each bombing, Section 9 is scrambling to prevent the next one. The bombers dont fit the normal description of terrorists. Who is exhorting these people to blow themselves up? Meanwhile, Motoko confronts Gouda with questions, but leaves with even more questions.
